Howie has served on the Encasa Financial Board of Directors since its inception and was appointed as Chief Executive Officer in January 2024. Howie is also the CEO of Housing Services Corporation (HSC), which he joined in 2012 as its Chief Operating Officer before becoming CEO in 2013. Under Howie’s leadership, HSC works with Ontario’s 1,400+ community housing providers and 47 Service Managers to help them better manage their portfolios, maximize resources and ensure Ontario residents have access to safe and affordable housing.
Howie also serves on the boards of HSC Insurance and Community Housing Coverage, Inc., which provides insurance premium stability in BC. He is a Director and the President of HPC Housing Investment Corporation (HI-C), a pan-Canadian entity that seeks to address the barriers that affordable housing providers have faced in accessing fixed, long-term financing for new affordable housing projects.
Prior to joining HSC, Howie served as General Counsel and Corporate Secretary of Toronto Community Housing Corporation (TCHC), Canada’s largest landlord with over 165,000 tenants and a $6 billion housing portfolio. Howie provided oversight to TCHC’s $450 million public bond offering program and $350 million corporate debt program, as well as the establishment of several high-impact joint ventures and public-private partnerships.
Before his time at TCHC, Howie practiced business law at a predecessor of Gowling WLG (Canada) LLP for over 18 years.
